This session will provide an overview of practice before the ILRB and IELRB, and it is designed for anyone who is new to Board practice or who wants to refresh their understanding of the processes of the ILRB and/or IELRB. Topics will include representation petitions, conduct of elections, filing and disposition of unfair labor practice charges, compliance, the hearing process, and the process of the Boards in making decisions on cases that come before them.
John F. Brosnan has been Special Counsel to the Illinois Educational Labor Relations Board since 2012. Prior thereto, he was the Executive Director of the Illinois Labor Relations Board for seven years, during which time he was also the agency's acting General Counsel for three years. Prior thereto, he was the Chief Administrative Law Judge for the Illinois Educational Labor Relations Board for two and one-half years, and before that, an Administrative Law Judge for the Illinois Labor Relations Board for seventeen and one-half years. Mr. Brosnan is a graduate of Chicago-Kent College of Law.
Cody Huffines is a Labor Relations Investigator for the Illinois Labor Relations Board, a position he has held since 2022. Previously, Mr. Huffines served as the Board’s Case Manager & Personnel Officer. Prior to joining the Illinois Labor Relations Board, Mr. Huffines served as a Recruiter and Contracts Manager for the University of Illinois Springfield’s Graduate Public Service Internship (GPSI) program. Mr. Huffines received his Bachelor’s degree in legal studies from the University of Illinois Springfield, where he was a member of the Capital Scholars Honors Program, and his Juris Doctor degree from the Saint Louis University School of Law with a concentration in employment law.
Tiara Mackins has been an Investigator with the Illinois Relations Board since 2019. Ms. Mackins has earned bachelor’s degree with honors from Illinois state University and a master’s from Indiana University.
