Federal Services Impasses Panel


Mark A. Carter was appointed Chairman of the Federal Service Impasses Panel in 2017 by President Trump. He will serve the remainder of a five-year term expiring January 10, 2022. Mr. Carter previously served as a Member of the FSIP from 2002 until 2009 upon three appointments by President George W. Bush. He also serves as the Chairman of Foreign Service Impasses Dispute Panel upon appointment by the Chairman of the Federal Labor Relations Authority. Mr. Carter also practices law in his home city of Charleston, West Virginia with the firm of Dinsmore & Shohl and serves as their Chair of the Labor Practice Group. He has served as the Management Chair of the Antitrust, RICO and Labor Law Committee of the American Bar Association, the Chairman of the West Virginia Human Resources Committee and with the Labor Relations Committee of the US Chamber of Commerce. He has spoken at more than 10 annual meetings of the ABA Section of Labor and Employment Law, various meetings of the US Chamber, the Canadian Association of Counsel to Employers and other meetings.  He has testified on labor issues before the United States Senate and the House of Representatives and he maintains a national practice focusing on labor counsel, negotiations and litigation.  He is a graduate of the University of Michigan Ann Arbor where he was a Burnett Scholar and the West Virginia University College of Law.
