Jocelyn Richards is the Deputy Assistant General Counsel for Personnel Law and Administrative Litigation in the U.S. Department of Energy’s Office of the General Counsel.  She has been a DOE employee since 2005 and a federal supervisor since 2013.  Ms. Richards supervises a group of attorneys that specializes in personnel law and administrative litigation, serving as a resource for management in navigating the federal personnel management system.  Her office provides counsel to DOE management at all stages of management/employee issues:  employee relations, conduct and performance counseling, employee discipline, alternative dispute resolution, labor relations, union negotiations, Equal Employment Opportunity Commission (EEOC) litigation, appeals of prohibited personnel practices to the Merit Systems Protection Board (MSPB), investigations by the Office of Special Counsel (OSC), and arbitration hearings under the Federal Labor Relations Act.  Ms. Richards holds a B.A. in Religion from Vassar College and a M.A. in International Relations and a J.D. from Boston University.
