James Bailey (Jim) has worked for the National Treasury Employees Union for 35 years. The Central California native joined NTEU soon after graduating from law school and began his career as an Assistant Counsel in Chicago and then Oakland, California.  Jim later opened NTEU’s Denver Field Office and served as the union’s National Counsel in that office for 18 years. In 2007, he was named NTEU’s Director of Field Operations, overseeing NTEU’s representational, organizing, membership and training programs and the union’s seven field offices.  He was elected as NTEU’s National Executive Vice President in August 2015.  As NEVP, Jim continues to direct the Field Operations department, chairs national bargaining teams for NTEU’s two largest bargaining units at the Internal Revenue Service and Customs and Border Protection, serves on joint labor-management groups, oversees initiatives on a variety of union issues, and deals with agency leaders.
