Description

The session will focus on the funding (or lack of funding) on local governmental bodies and its impact on collective bargaining in a world turned upside down by a global pandemic.  The panelists will discuss the skills and techniques necessary to understand budgets and financial projection and bring that understanding to bear at the bargaining table so the parties can reach agreement.

Stanley B. Eisenhammer is a partner with Hodges, Loizzi, Eisenhammer, Rodick & Kohn LLP. He concentrates his practice in all phases of school law, including labor relations, employment discrimination, and student rights. He is a former board member and president of the Board of Education of Township High School District 214, and he has served as a trustee on the Board of Trustees of the Village of Arlington Heights. Mr. Eisenhammer is a member of the Advisory Committee to the Illinois Educational Labor Relations Board. He is a speaker and lecturer on school law at the national conventions of the National School Boards Association, American Association of School Administrators, and the American Bar Association. He graduated from Washington University and received his law degree from the University of Illinois.

Mr. Frank worked as a band director in IL public schools for 3 years and at Illinois State University for 10 years.  After completing his PhD, he served as Executive Director of the Coalition for Education Rights Under the Constitution, a partnership of about 80 Illinois public school districts and Illinois organizations that brought the suit The Committee v Edgar which challenged the Illinois system of school funding.  He then worked in Research for the Illinois Education Association as a school funding and tax law consultant and finished his career at the IEA as Director of Educational Policy and Research.

Martha Merrill currently serves as the Director of Research and Employee Benefits for AFSCME Council 31.  Mrs. Merrill has worked as a union researcher for over 15 years, focused on areas related to collective bargaining and benefit administration, in addition to research and analysis related to pension funding and public finance. She has her MPA from the La Follette School of Public Affairs at the University of Wisconsin-Madison.
